MPRO and the Governor's Award of Excellence - The Critical Access Hospital Program (CAH) Program, created by Congress in the Balanced Budget Act of 1997, is designed to support limited-service hospitals located in rural areas. MPRO works to ensure that critical access hospitals (CAH) report both baseline and re-measurement figures for a new set of 12 CAH Quality Improvement measures, and demonstrate improvement on these measures.
